I could be completely wrong here bud, but the bubbling just looks like the tint has been applied poorly. I would take it to a local tinter and get a quote to have it redone rather than buying a whole new tailgate.

That is assuming there is tint on there and my eyes aren’t deceiving me!

This ^ definitely looks like a bad tint to me, I don’t think the rear glass on these were black (my brothers wasn’t anyway when he had one)
